Heads of state vs. Presidents

Most other language versions of this page list all heads of state since 1924, even if they carried other titles. On enwiki, it has been suggested to either split the list, or rename it to "Mongolian heads of state". Interestingly, the Mongolian governement seems to regard all past heads of governement as "prime ministers", so the problem doesn't exist there. Is the situation with the heads of state really that much different? What are the arguments supporting one or the other way? --Latebird 09:46, 8 Наймдугаар сар 2007 (UTC)
